Question: is it those frozen hamburger patties that you buy already frozen. If yes, you can still cook it and it will still be "not rotten". but freezer burn will probably make it taste a bit weird.
If it's fresh hamburger meat that you froze the day you bought it; it's still good, but you might find that your meat, once defrosted, will contain alot of water. you might squeeze out the liquid before cooking it.
If it's fresh hamburger meat that you froze a few days after you purchased it, I wouldn't eat it.
So to answer your question: Is it safe to cook? Always. Is it safe to eat? It depends.

If the hamburger is frozen before the expiry date then it should still be good.

eat it, you'll be fine, obviously as long as it's been frozen the entire time, and not thawed in between.
Generally it says not to leave beef frozen for longer than 6 months, but as a kid our family bought a half cow at a time, and were often still eating it 6 months to a year later. Not as tasty as fresh fresh beef, but it's just hamburger.

Let's put it this way: between starvation and a little diarrhea, well, the choice is pretty clear. Besides, it's probably more flavourful, nutritional and overall more satisfying than anything you can get off of McDonald's menu.

My high school teacher thought he could "cook the bacteria" out of a burger that was expired in his freezer and he ended up in the hospital for 7 months.

So you're telling me it wasn't frozen before he put it in the freezer, and then he ate it a few months later, and was in the hospital for 7 months?! Pretty hard to believe. The meat must've been contaminated with some type of bacteria on his counter-top, or something...
We normally buy fresh meat bulk, and then freeze it right after buying in small portions, and use the meat whenever we need it.

I do it all the time, buy it on special and cook it up when I have the time. Might have some freeze burn but that's not dangerous.
Have a nice day!

he killed the bacteria but he couldn't get rid of the by-product poison that bacteria left before he cooked the meat.

I've been doing it for years. Most of the time, it's vacuum-sealed hamburger put in the deep freezer. The stuff can be in there for months before I find it again.

I generally err on the side of caution when it comes to these things.
However, if you do go for it, I wouldn't feed it to anyone who's immune system might be compromised by a cold, or the very young or elderly.

Are you hard up for cash and starving? If not throw it out and buy some more.
